Truck overturns at intersection, narrowly missing motorcyclist (VIDEO)

In what appears to be a terrifying brush with death, a motorcyclist stopped at an intersection in eastern China narrowly missed being flattened by a truck that overturned.

According to RT.com, the accident?caught on video by surveillance cameras?occurred on Jan. 22 in Xushi Village in the city of Linhai, Zhejiang province.

The heart-stopping footage shows the truck begin to tip while making a sharp left turn. The rider, who was stopped in the crosswalk, walks back his motorcycle and dismounts just before the truck slams into the ground, hitting the bike and barely missing him. (Amazingly, the motorcyclist appears to be annoyed that the truck hit his bike rather than concerned for the truck's driver, at least initially.)

The driver later said he was driving approximately 10 kph, and there was nothing he could do to stop the truck from overturning.

No injuries were reported.

Iran Launches Monkey Into Space: Reports

Iranian space officials announced Monday (Jan. 28) that they have successfully launched a live monkey into space, inching closer to the Islamic republic's goal of a manned mission, according to news reports.

The space capsule, called Pishgam, which means "pioneer" in Farsi, reportedly returned the monkey alive after a suborbital flight to space and back, according to Iranian news agencies.

"The Islamic Republic of Iran has sent a monkey into space aboard an indigenous bio-capsule as a prelude to sending humans into space," the the Islamic Republic News Agency reported.

Space officials in the country have previously said that they hope to send a human into space by 2020 and put an astronaut on the moon by 2025.

Iran's defense minister, Ahmad Vahidi, told state TV that the success "paves the way for other moves," according to Agence-France Presse.

"The monkey which was sent in this launch landed safely and alive and this is a big step for our experts and scientists," Vahidi said.

Iran failed in a 2011 effort to launch a live monkey into space. News reports out of the country at the time did not explain what went wrong, but the plan had been to send a rhesus monkey into orbit atop a Kavoshgar-5 rocket.

Iran has made progress in spaceflight technology in recent years. The country sent its first domestically built satellite into space in February 2009 and launched a Kavoshagar-3 rocket in 2010 that delivered a rat, two turtles and a worm into space. Iran also sent Earth-observing satellites into orbit in 2011 and 2012.

Western critics have expressed concern over the potential military applications of Iran's rocket program, since boosters developed to reach space could also be used as long-range ballistic missiles. The Islamic republic has denied such ambitions for its space program.

In the early days of spaceflight for the United States and the Soviet Union, animals were used to test the safety and feasibility of launching a living being into space and bringing it back unharmed.

A rhesus monkey named Albert I was the first?monkey astronaut. He was launched aboard a U.S. military V-2 rocket from White Sands, New Mexico, in June 1948, but suffocated and died during the flight. A monkey named Yorick was the first monkey to live through a spaceflight. Yorick and 11 mice were recovered after an Aerobee missile flight of 236,000 feet from Holloman Air Force Base, New Mexico, in September 1951.

US stocks close mixed on uneven economic signals

U.S. stocks meandered between small gains and losses Monday, cooling off after a rally that had pushed the Standard & Poor's 500 index above 1,500 for the first time since December 2007. Encouraging news about manufacturing provided an early boost, but stocks fell later after a report on the pace of home sales fell short of expectations.

The government said before trading began that orders for long-lasting goods rose in December by 4.6 percent, helped by a 10 percent gain in orders for new aircraft. The report was a sign of strength for the manufacturing sector, a crucial driver of economic growth.

Heavy equipment maker Caterpillar said separately that its fourth-quarter net income exceeded analysts' expectations, after adjusting for the cost of a soured deal to buy a Chinese maker of roofing supports for mines. Caterpillar said it took a big charge in the quarter because the Chinese company had misrepresented its finances.

Caterpillar Inc. said it expects growth in China to improve without regaining the levels seen in 2010 or 2011. The stock was the biggest gainer in the Dow Jones industrial average, closing up $1.87, or 2 percent, at $97.45.

The Dow Jones transportation index, a proxy for future economic activity, edged higher, notching its tenth straight increase and its twelfth gain in the past 13 trading days.

A half-hour after trading began, the National Association of Realtors said that its index of pending home sales fell in December, suggesting that sales of previously occupied homes may slow in the coming months. The report, which was weaker than many economists had expected, helped push stocks lower for much of the morning. They were roughly flat by midday, and spent the afternoon swapping small bumps and dips.

The Dow closed down 14.05 points, or 0.1 percent, at 13,881.93. The S&P 500 fell 2.78, or 0.2 percent, to 1,500.18. The Nasdaq composite index added 4.59, or 0.2 percent, to 3,154.

The Dow and the S&P 500 are rapidly approaching their all-time closing highs, reached on Oct. 9, 2007. The Dow is about 282 points below its high of 14,164.53; the S&P 500 is 65 points shy of its record of 1,565.

Economic data may be less likely to boost the indexes because traders have become harder to impress as the data have strengthened in recent weeks, said Bill Stone, chief investment strategist with PNC Asset Management Group.

"Before, even if you came in just at expectations, that was like a victory," he said. Because of the market's recent upturn, he said, "you get less of a pop for just making the numbers."

Among companies in the S&P 500 that reported earnings Monday, Biogen Idec Inc. said its fourth-quarter net income slipped nearly 3 percent because of a tax charge and higher expenses. Still, the biotech drug maker rose $3.79, or 2.6 percent, to $149.99.

Roper Industries Inc., which makes medical and industrial equipment, said its fourth-quarter net income rose 18 percent. But the company issued mixed guidance for the current quarter and full year 2013. It fell 33 cents to $118.50.

Oil company Hess Inc. was the biggest gainer in the S&P 500, adding 6.1 percent after the company said it plans to sell its U.S. terminal network, shutter its New Jersey refinery and continue shifting its focus to exploration and production. Hess also said that the hedge fund Elliott Associates plans to seek regulatory approval to buy a major stake in the company. Hess rose $3.58 to $62.48.

Several big tech companies reported their results after the market closed and saw big price swings in after-hours trading:

? Web portal Yahoo Inc. rose 81 cents, or 4 percent, to $21.12 after saying its fourth-quarter earnings topped analyst estimates as an upturn in its international investments helped end a three-year revenue slump.

? Hard disk maker Seagate Technology PLC said it beat analysts' estimates in its results for the fiscal second quarter ended Dec. 28. It rose 69 cents, or 1.8 percent, to $38.10 after hours.

? Cloud computing provider VMWare Inc. said its net income edged higher, but the company announced guidance that was far weaker than analysts had expected. VMWare lost $10.83, or 11 percent, to $87.49 after hours.

Strong corporate earnings helped push the S&P 500 through the 1,500 milestone Friday after several calm, relatively news-free weeks. In addition to companies' performance, traders have been encouraged by signals that housing market is improving steadily and hiring is picking up, albeit slowly.

There will plenty of fresh data to drive trading this week, including retail sales, economic growth and the government's report on hiring and employment in January, which is due out Friday. More than one-fifth of the companies in the S&P 500 will report fourth-quarter earnings this week.

Stone said stocks are trading sideways in part because many investors are awaiting economic reports later this week, especially the employment report. There is agreement among economists and analysts that the economy slowed in the fourth quarter, he said, and this week's numbers will help answer the question of "how slow, and how much did it impact employment."

The yield in the benchmark 10-year Treasury note rose to 1.97 percent from 1.95 percent late Friday, reflecting lower demand for ultra-safe investments. After Monday's factory orders report, the yield rose briefly above 2 percent for the first time since April. A bond's yield rises as demand for it decreases.

Garment factory fire kills 7 in Bangladesh

DHAKA, Bangladesh (AP) ? A fire swept through a two-story garment factory in Bangladesh's capital, killing at least seven female workers and injuring five others, police and fire officials said.

The fire Saturday at the Smart factory occurred just two months after a blaze killed 112 workers in another factory near the capital, raising questions about safety standards and treatment of workers in Bangladesh's $20 billion garment industry that exports clothes to leading Western retailers. The country has more than 4,000 garment factories.

The cause of the latest fire was not immediately known, fire official Abdul Halim said.

Dhaka Metropolitan Police Deputy Commissioner Monzurul Kabir said the bodies of seven women were recovered from the top floor of the factory in Dhaka's Mohammadpur district. He said the factory was making pants and shirts, but could not provide further details.

Halim said it took firefighters about two hours to bring the blaze under control.

Volunteers joined firefighters in battling the fire as a large crowd gathered outside the factory awaiting word on the fate of relatives. Family members were seen crying near the body of a female worker named Josna, who was only 16.

Earlier this month, Wal-Mart Stores Inc. alerted its global suppliers that it will immediately drop them if they subcontract their work to factories that haven't been authorized by the discounter. The stricter contracting rule, along with other changes to its policy, come amid increasing calls for better safety oversight after the deadly fire in late November at a factory owned by Tazreen Fashions Ltd. that supplied clothing to Wal-Mart and other retailers. Wal-Mart has said the factory wasn't authorized to make its clothes.

Wal-Mart ranks second behind Swedish fast fashion retailer H&M in the number of clothing orders it places in Bangladesh. Before the November fire, Wal-Mart had taken steps to address safety, such as mandating fire safety training for all levels of factory management.

Building fires have led to more than 600 deaths of garment workers in Bangladesh since 2005, according to research by the advocacy group International Labor Rights Forum.

Health Care Exchanges To Transform Insurance Market

-- Health insurance exchanges will change the way people buy coverage and will help millions of uninsured people get a private plan. Nearly 49 million people are uninsured in the United States, but the numbers vary dramatically by state.

Exchanges will be the most visible part of President Barack Obama's health care overhaul law in everyday life. Open enrollment starts Oct. 1, less than 10 months away.

Some questions and answers on how the exchanges will work:

Q: What's a health insurance exchange?

A: "Exchange" is just another word for "marketplace." The plans sold in the new markets will start covering patients on Jan. 1, 2014. Each state will have its own exchange serving people who buy their health insurance directly, as well as a separate one for small businesses. The vast of majority of people now covered by employer plans will not see a change.

There will be three types of exchanges at the beginning: those run by states, those run by the federal government, and partnerships. Most Republican governors opposed to "Obamacare" are letting Washington run the exchanges in their states.

For consumers, the benefits should be the same no matter who runs the exchange.

Q: How will exchanges work?

A: Exchanges are supposed to have the feel of an online travel site ? think Orbitz or Expedia.

Middle-class people will be able to pick from a range of private insurance plans, and most people will be eligible for help from the government to pay their premiums.

Low-income people will be steered to safety-net programs for which they might qualify. This could be a problem in states that choose not to expand their Medicaid programs under a separate part of the health care law. In that case, many low-income residents in those states would remain uninsured.

Q: How will I know if I can get help with my health insurance premiums?

A: You'll disclose your income to the exchange at the time you apply for coverage and they'll let you know. Only legal residents of the United States can get financial assistance.

The health care law offers sliding-scale subsidies based on income for individuals and families making up to four times the federal poverty level, about $44,700 for singles, $92,200 for a family of four.

But do yourself a favor and read the fine print because the government's help gets skimpier as household income increases.

For example, a family of four headed by a 40-year-old making $35,000 will get a $10,742 tax credit toward an annual premium of $12,130. They'd have to pay $1,388, about 4 percent of their income, or about $115 a month.

A similar hypothetical family making $90,000 will get a much smaller tax credit, $3,580, meaning they'd have to pay $8,550 of the same $12,130 policy. That works out to more than 9 percent of their income, or about $710 a month.

The estimates were made using the nonpartisan Kaiser Family Foundation's online calculator. Some people will also be eligible for help with their copayments.

Final note: Though it's called a "tax credit" the government assistance goes directly to the insurer. You won't see a check.

Q: What will the benefits look like?

A: The coverage will be more comprehensive than what's now typically available in the individual health insurance market, dominated by bare-bones plans. It will be more like what an established, successful small business offers its employees. Premiums are likely to be higher for some people, but government assistance should mostly compensate for that.

All plans in the exchange will have to cover a standard set of "essential health benefits," including hospitalization, doctor visits, prescriptions, emergency room treatment, maternal and newborn care, and prevention. Insurers cannot turn away the sick or charge them more. Middle-aged and older adults can't be charged more than three times what young people pay. Insurers can impose penalties on smokers.

Because the benefits will be similar, the biggest difference among plans will be something called "actuarial value." A new term for consumers, it's the share of expected health care costs that the plan will cover.

There will be four levels of coverage, from "bronze," which will cover 60 percent of expected costs, to "platinum," which will cover 90 percent. "Silver" and "gold" are in between. Bronze plans will charge the lowest premiums, but they'll have the highest annual deductibles. Platinum plans will have the highest premiums and the lowest out-of-pocket cost sharing.

Here's a wrinkle: The government's subsidy will be tied to the premium for the second-lowest-cost plan at the silver coverage level that's available in your area. You could take it and buy a lower cost bronze plan, saving money on premiums. But you'd have to be prepared for the higher annual deductible and copayments.

When I first reviewed the Planet Hunters Web site in January 2011, the project was in its infancy. The site and its navigation had some bugs to work out. But it had a compelling yet seemingly quixotic premise: That a group of volunteers, peering in Web browsers at graphs of stars' brightness based on public data from NASA's Kepler planet-hunting telescope, might be able to discover planets that Kepler's own search algorithms may have missed.

Two years later, that concept has been borne out beyond any skeptic's wildest imaginings. In September 2011, Planet Hunters announced its first two planet candidates, and soon after announced several more. The project's first confirmed discovery?a planet circling a binary star in a quadruple star system?came in fifth on CNN's list of the top 10 science stories of 2012.

In January 2013, the project announced a second confirmed planet?a Jupiter-sized world orbiting in the so-called habitable zone of a sunlike star?as well as 42 new planetary candidates, including 15 in their respective stars' habitable zones. These worlds?ranging in size from about 2.5 Earth radii up to slightly larger than Jupiter?are too large to support life as we know it, presumably being gas giants, they may well have large moons.

Planet Hunters volunteer Kian Jek was recently awarded the Chambliss Amateur Achievement Award, the American Astronomical Society's most prestigious award given annually to an amateur astronomer, for his work on behalf of the project. Kian, one of the two hunters credited with Planet Hunters' initial confirmed discovery, is one of a small cadre of skilled volunteers that have supported the Planet Hunters science team?who, although professionals, also volunteer their time to work on this project? by vetting and cataloguing potential planetary candidates, modeling stellar and planetary systems, keeping tabs on exotic variable stars such as ?heartbeat binaries? and dwarf novae, as well as tracking unlisted eclipsing binary systems in which a pair of stars orbit each other in our line of sight, each eclipsing the other in turn.

I've participated in a number of ?citizen science? online astronomy projects over the years, but none ?has sparked my imagination like Planet Hunters, which lets anyone with a computer and an Internet connection take part in one of modern science?s great quests: the search for planets orbiting other stars. On the Planet Hunters site, you can look for signs of these so-called exoplanets in public data from NASA's Kepler mission. If you're among the first to report a new planet, you get credit for the find and in some cases can have your name appear as a co-author on the discovery paper.

Planet Hunters is a collaboration between Yale University and the Zooniverse, a Web hub that hosts a number of citizen science projects. It got started with astronomy projects, the first being Galaxy Zoo, in which the public was enlisted to classify galaxies in images from the Sloan Digital Sky Survey; it's since added others such as Moon Zoo and Solar StormWatch. Nearly half of the 14 Zooniverse projects are astronomy related; of the others, one of them, Cell Slider focuses on identifying cells for cancer research; others are related to tracking wildlife, climate science, and studying the ancient Greeks. ?Although Planet Hunters isn't officially connected to the Kepler mission, there are close ties and cooperation between the two.

150,000 Points of Light
Kepler, a space telescope, was launched in March 2009, tasked with ??exploring the structure and diversity of planetary systems?.? (by discovering them), looking in particular for Earth-sized planets, and worlds in a star's habitable zone. After Kepler completed its basic mission in 2012, the mission was extended for another 3 years.

Kepler uses the ?transit method? for planet hunting, searching for tiny dips in a star?s brightness caused by the passage (transit) of a planet in front of the star. Kepler repeatedly (every 29 minutes) images the same star field near the constellation Cygnus showing more than 150,000 stars, using a photometer to precisely measure each star's brightness. These readings generate light curves?plots showing variations in a star's luminosity over time. A transit shows as a string of data points descending below the star's light curve. Kepler uses search algorithms to find transits in its data?so far it's credited with more than 100 exoplanet discoveries, and has published a list of more than 2,700 planet candidates.

But Kepler monitors a huge variety of stars: some of constant brightness, others that flicker erratically or pulsate like clockwork. Eclipsing binaries?two stars that orbit each other and periodically eclipse one another?often show transits similar to those from planets. Although Kepler's planet search algorithms are very good at detecting prospective planets, they don?t catch everything, and the human eye has been shown to be better at detecting anomalies in some pattern-recognition tasks than a computer. That's where Planet Hunters comes in. Having multiple participants view each image greatly improves the odds of not missing a world.

It sounds like you're thinking of completely ditching a physical bank and going online entirely, but you don't have to choose one option over the other. While you can bank entirely online with some sacrifices, or stick with the a more traditional bigger bank, you can use both to suit your needs exactly the way you want. Of course, every option has its ups and downs.

Bank Online

Banking online sounds great because you, theoretically, get to avoid actually going to the bank and get all the benefits that a particular online bank offers. For example, ING Direct advertises its higher interest rates. Simple offers better customer service, financial management tools, practically no fees, and a great smartphone app. Perk Street provides rewards for most purchases. You can find a handful of others with a quick search (or in this post), but they all have something in common: they forego traditional, physical banking by handling all transactions online.

How Do I Know It's Safe?

Of course, online banks know about these inconveniences and often provide workarounds. For example, if you need to withdraw more than your ATM spending limit you can often go to any bank branch and get a cash advance on your debit card. Many branches don't charge for this service (e.g. Chase and Wells Fargo) and online banks tend to keep fees low as well (around $1). Online banks often have a method for deposit that doesn't require a branch. Some allow you to mail in checks or deposit checks by photographing them with your smartphone. For many people considering an online bank, the majority of our money comes via direct deposit anyhow. In most cases, deposits and withdrawals don't pose unsolvable problems.

When it comes to locating an ATM, chances are your online bank offers a smartphone app to help you find one quickly. Most online banks utilize the Allpoint ATM Network, which gives you access to about 50,000 surcharge-free machines across the United States. You can look for the Allpoint logo on these ATMs, but for the most part you can expect them in most drug stores, malls, and other retail areas that don't provide bank-affiliated ATMs.

While there are some conveniences physical bank branches offer that online services cannot, in many cases you'll just need to learn how to do things differently rather than give them up completely.

While I've never personally experienced a problem beyond a small surprise fee I didn't know about, the larger banks have caused numerous and significant problems for many people. Perhaps this is a result of the number of people they serve every day, the quality of their employees, a lack of general interest in the well-being of their customers, or some combination of the three, but they don't offer the greatest reputation.

Finally, most large financial institutions won't offer interest-bearing accounts if you're simply signing up for personal checking and don't intend to store amounts of $10,000 or more. Interest rates tend to be lower with larger banks as well, even if you do. While you're never going to earn much off interest unless you have a lot of cash anyhow, you certainly shouldn't expect it from a bigger institution.

What About Credit Unions and Local Banks?

If you're considering online banking, chances are you will not like either of these options as they offer few frills and special features. In return for sacrificing great online banking and a smartphone app, you'll often get better benefits (more often with credit unions than local banks, however). For example, many institutions will reimburse a set number of ATM fees per month regardless of the brand of machine you use. You can often expect more personal service, simply because the institutions are smaller, and most offer interest bearing accounts with rates reasonably higher than larger banks without the need to store more money than you may have. Credit Unions, specifically, aren't in it for profit. Because they aren't motivated to make as much money as possible, they have less of an incentive to hide fees and conduct the ethically questionable business many have come to loathe about larger institutions. Why Should I Bank Offline?

While I bank online, I didn't switch out of frustration but rather because I liked the offerings better. If you like your traditional bank and don't really care much for the things you get with online banks, you shouldn't switch. For a fair number of people, online banks cause more frustration than they're worth. If you find yourself in a bank branch a few times a month, you rarely incur fees (if ever), and things are good, stick with what you've got. If you're unhappy with an offline, physical bank, you should consider leaving it behind.

Bank Both Offline and Online

Switching to an online bank doesn't mean you have to close out your existing bank account and leave it behind forever. If you need faster deposits, the ability to write checks immediately from time to time, need services like purchasing a cashier's check, or a variety of other banking services that require a branch, just keep your account. If you need it for any reason, it's there regardless of how much money you have in it (even $0). You don't really need to manage the account at all if you don't use it, and you can use it if you want to. Basically, you don't have to make a choice between online and offline banking. If you want to give online a shot, you can still use your offline account for the things it does well and your online account for the advantages it offers. The two options can coexist peacefully.

WASHINGTON (AP) ? Secretary of State Hillary Rodham Clinton, at times emotional and fierce, insisted on Wednesday that the department is moving swiftly and aggressively to strengthen security at U.S. missions worldwide after the deadly Sept. 11 raid on the consulate in Libya.

In her last formal testimony on Capitol Hill as America's top diplomat ? but perhaps not her last time on the political stage ? Clinton once again took full responsibility for the department's missteps leading up to an assault at the U.S. facility in Benghazi, Libya, that killed Ambassador Chris Stevens and three other Americans.

Her voice cracking at one point, Clinton said the experience was highly personal.

"I stood next to President Obama as the Marines carried those flag-draped caskets off the plane at Andrews. I put my arms around the mothers and fathers, sisters and brothers, sons and daughters," she told the Senate Foreign Relations Committee at a jam-packed hearing.

Her voice rising to Republicans' challenges at another point, she defended the Obama administration and U.N. Ambassador Susan Rice, who was vilified for widely debunked claims five days after the attack that protests precipitated the raid rather than terrorism. She challenged the GOP focus on Rice's comments, which were based on intelligence talking points.

"The fact is we had four dead Americans. Was it because of a protest? Or was it because of guys out for a walk one night who decided they'd go kill some Americans? What difference, at this point, does it make?" a clearly exasperated and angry Clinton told Sen. Ron Johnson, R-Wis. "It is our job to figure out what happened and do everything we can to prevent it from ever happening again, senator."

She insisted that "people were trying in real time to get to the best information," and that her focus was on looking ahead on how to improve security rather than revisiting the talking points and Rice's television appearance.

Clinton said the department is implementing the 29 recommendations of an independent review board that harshly criticized the department as well as going above and beyond the proposals, with a special focus on high-threat posts.

The review board report faulted "systematic failures and leadership and management deficiencies at senior levels within two bureaus of the State Department" and four employees were put on administrative leave.

"Nobody is more committed to getting this right," she said. "I am determined to leave the State Department and our country safer, stronger, and more secure."

Three weeks after her release from a New York hospital, Clinton was at times defiant, complimentary and willing to chastise lawmakers. She tangled with some who could be rivals in 2016 if she decides to seek the presidency again.

She will appear before the committee on Thursday to introduce her likely successor, Sen. John Kerry, D-Mass., a session certain to be more reserved.

Clinton refused to back down from withering GOP criticism of the Obama administration's shifting explanations about the assault.

Sen. John McCain, R-Ariz., a Clinton friend in the Senate, offered praise along with harsh complaints.

"It's wonderful to see you in good health and combative as ever," McCain told a visibly slimmer Clinton, whose planned testimony last month was delayed because of her illness.

In the same breath, he dismissed her explanation of events, the administration's response to warnings about the deteriorating security situation in Libya and even the attention paid to Libya after rebels toppled strongman Moammar Gadhafi.

For her part, Clinton complained about the congressional holds placed on foreign aid and bilateral assistance. "We have to get our act together," she told the panel.

Her testimony focused not only on the attack but the growing threat from extremists in northern Africa, pointing out that Libya was not an isolated incident.

"The Arab revolutions have scrambled power dynamics and shattered security forces across the region," she said. "And instability in Mali has created an expanding safe haven for terrorists who look to extend their influence and plot further attacks of the kind we saw just last week in Algeria."

She said the Obama administration is pressing for a greater understanding of the hostage-taking there and rescue effort that left three Americans dead.

Clinton parried tough questions from Republicans, offering a detailed timeline of events on Sept. 11 and the Obama administration efforts to aid the Americans in Libya while simultaneously dealing with protests in Cairo and other countries.

GOP lawmakers repeatedly questioned Clinton about whether she had seen earlier requests for beefed-up security.

"I did not see these requests. They did not come to me. I did not approve them. I did not deny them," she said.

That provoked a testy response from Sen. Rand Paul, R-Ky., a potential presidential candidate in 2016. He excoriated Clinton and expressed disbelief that she hadn't read the cables about security concerns.

"Had I been president at the time and I found that you did not read the cables from Benghazi, you did not read the cables from Ambassador Stevens, I would have relieved you of your post," Paul told Clinton. "I think it's inexcusable.

Clinton took Republicans to task, chiding House GOP members for recently stripping $1 billion in security aid from the hurricane relief bill and the Senate panel for failing for years to produce an authorization bill.

In northern California, Stevens' stepfather, Bob Commanday, said the family has avoided discussions of whether security was adequate. He said Clinton had been in contact with the family on several occasions since the attack.

"We're very aware of her sympathy because of our contact with her and the way she has connected with us and written to us," he said. "It's a tragedy and nothing that is said or done can bring him back, so we are just going on with life."

In something of a valedictory, Clinton noted her robust itinerary in four years and her work, nearly 1 million miles and 112 countries.

"My faith in our country and our future is stronger than ever. Every time that blue and white airplane carrying the words "United States of America" touches down in some far-off capital, I feel again the honor it is to represent the world's indispensable nation. And I am confident that, with your help, we will continue to keep the United States safe, strong, and exceptional."

Clinton was the sole witness at back-to-back hearings before the Senate and House foreign policy panels on the September raid. She had been scheduled to testify before Congress last month, but an illness, a concussion and a blood clot near her brain forced her to postpone her appearance.

Absent from the hearing was Kerry. Sen. Bob Menendez, D-N.J., the incoming chairman, presided over the hearing.

Clinton's testimony was focusing on the Libya attack after more than three months of Republican charges that the Obama administration ignored signs of a deteriorating security situation there and cast an act of terrorism as mere protests over an anti-Muslim video in the heat of a presidential election. Washington officials suspect that militants linked to al-Qaida carried out the attack.

Politics play an outsized role in any appearance by Clinton, who sought the Democratic presidential nomination in 2008 and is the subject of constant speculation about a possible bid in 2016. The former first lady and New York senator ? a polarizing figure dogged by controversy ? is about to end her four-year tenure at the State Department with high favorable ratings.

A poll early last month by the Pew Research Center for the People & the Press found 65 percent of Americans held a favorable impression of Clinton, compared with 29 percent unfavorable.

On the panel at the hearing were two possible 2016 Republican presidential candidates ? Florida's Marco Rubio and Paul, a new member of the committee.

Clinton did little to quiet the presidential chatter earlier this month when she returned to work at the State Department after her illness. On the subject of retirement, she said, "I don't know if that is a word I would use, but certainly stepping off the very fast track for a little while."

Image sensors out of a spray can

Jan. 22, 2013 ? Researchers from Technische Universit?t M?nchen (TUM) have developed a new generation of image sensors that are more sensitive to light than the conventional silicon versions, with the added bonus of being simple and cheap to produce. They consist of electrically conductive plastics, which are sprayed on to the sensor surface in an ultra-thin layer. The chemical composition of the polymer spray coating can be altered so that even the invisible range of the light spectrum can be captured. This opens up interesting new development possibilities for low-cost infrared sensors aimed at compact cameras and smartphones .

Image sensors are at the core of every digital camera. Before a snapshot appears on the display, the sensors first convert the light from the lens to electrical signals. The image processor then uses these to create the final photo.

Many compact and cellphone cameras contain silicon-based image sensors produced using CMOS (complementary metal oxide semiconductor) technology. Prof. Paolo Lugli and Dr. Daniela Baierl from TUM have developed a cost-effective process to improve the performance of these CMOS sensors. Their approach revolves around an ultra-thin film made of organic compounds, in other words plastics.

The challenge lay in applying the plastic solution to the surface of the image sensors. The researchers tested spin- and spray-coating methods to apply the plastic in its liquid, solution form as precisely and cost-effectively as possible. They were looking for a smooth plastic film that is no more than a few hundred nanometers thick. Spray-coating was found to be the best method, using either a simple spray gun or a spray robot.

Thin coating with high sensitivity to light

Organic sensors have already proven their worth in tests: They are up to three times more sensitive to light than conventional CMOS sensors, whose electronic components conceal some of the pixels, and therefore the photoactive silicon surface.

Organic sensors can be manufactured without the expensive post-processing step typically required for CMOS sensors, which involves for example applying micro-lenses to increase the amount of captured light. Every part of every single pixel, including the electronics, is sprayed with the liquid polymer solution, giving a surface that is 100 percent light-sensitive. The low noise and high frame rate properties of the organic sensors also make them a good fit for cameras.

Potential for developing low-cost infrared sensors

Another advantage of the plastic sensors is that different chemical compounds can be used to capture different parts of the light spectrum. For example, the PCBM and P3HT polymers are ideal for the detection of visible light. Other organic compounds, like squaraine dyes, are sensitive to light in the near-infrared region.

"By choosing the right organic compounds, we are able to develop new applications that were too costly up until now," explains Prof. Paolo Lugli, who holds the Chair of Nanoelectronics at TUM. "The future uses of organic infrared sensors include driver assistance systems for night vision and regular compact and cellphone cameras. Yet, the lack of suitable polymers is the main hurdle."

Report: Cuba using undersea fiber-optic cable

Cuba apparently has finally switched on the first undersea fiber-optic cable linking it to the outside world nearly two years after its arrival, according to analysis by a company that monitors global Internet use.

In a report posted Sunday on the website of Renesys, author Doug Madory wrote that Cuba began using the ALBA-1 cable on Jan. 14.

Until now the island's Internet service has been through satellite links that are slower than hard-wired fiber-optic connections. Starting a week ago, Madory said, routing data showed significantly faster traffic to the country and the emergence of Spanish telecom Telefonica as a provider of routing service to Cuban state-run communications company ETECSA.

Routing speed is measured by how long it takes to send a data packet somewhere and receive confirmation back at the original server, akin to how submarines "ping" each other with radar to determine location.

Madory wrote that the sudden improvement in latency measurements between Cuba and four cities in the U.S., Mexico and Brazil indicates the cable is in use. But speeds have not reached levels suggesting that the cable is handling all traffic, leading him to conclude that outgoing data is still traveling via satellite.

"We believe it is likely that Telefonica's service to ETECSA is, either by design or misconfiguration, using its new cable asymmetrically (i.e., for traffic in only one direction)," Madory wrote.

Cuban government officials and Telefonica did not immediately respond to requests for comment Monday. Cuba has said in the past that it would prioritize the cable for usage deemed in the public interest and for social good.

Dial-up Internet access, essentially the only option for most Cubans who are able to go online, has continued to be slow and creaky in recent days.

Cuba is the last country in the western hemisphere to get a fiber-optic hookup and, according to Akamai, has the second-lowest Internet connectivity rates in the world.

Havana says about 16 percent of Cubans are online in some capacity, mostly through work or school, but often that's limited to email and access to an island Intranet. Just 2.9 percent report having full Internet access, though analysts say it's probably more like 5 or 10 percent due to underreporting of black-market resale of minutes.

"While the activation of the ALBA-1 cable may be a good first step to providing ETECSA a better link to the Internet, the lack of widespread public access to Internet service throughout the island will likely continue," Madory wrote.

The $70 million cable strung from Venezuela came onshore in eastern Cuba in February 2011 and was supposed to be online as early as that summer.

But officials suddenly stopped talking about the cable amid rumors of arrests at ETECSA and the Ministry of Communications, and whispers of purported mismanagement or embezzlement involving the project.

Last May, Venezuela's minister of science and technology said the cable was operational and it was up to Cuba to decide how it wanted to use it.

An understanding of the association of obesity with other co-morbidities may provide important information about causal pathways to obesity and more effective ways to prevent it."

Parking Lot Art? Indianapolis' Hotel Commissions Graffiti Artist Nick Walker To 'Vandalize' Garage (PHOTOS)

This week in the world of outrageous art, a swanky hotel in Indianapolis has commissioned British street artist Nick Walker to decorate the walls of its parking garage with pre-ordered graffiti designs. Yes, unlike other businesses, the Alexander Hotel welcomed a man with a can of spray paint to "vandalize" it's property, all in the name of contemporary art.

The graffiti murals are located on the concrete walls of the hotel guest parking lot, featuring familiar urban art themes like masked figures and bubble lettering. Another design simply reveals the word "vandalism" plastered on one of the lot's columns, only the letter "v" has been replaced with a heart ? la the "I Love New York" emblem. Unsurprisingly, the hotel then proclaimed itself "one of the most controversial, yet inspiring parking garages in the nation."

If you were thinking these images are a little too Banksy-esque for comfort, you're not alone. Walker is described in a press release from the hotel as a contemporary of the famed UK street artist (whose own work is now more often seen in the confines of a gallery or art fair than on any city streets). But don't worry, the graffiti is real. A press representative from the hotel even told The Huffington Post in an e-mail exchange that Walker opted for nocturnal work hours, going as far as to say it was as if "he didn't want to 'be caught.'"

What can you expect from a $44 million, boutique style art hotel, though? Of course they would hire an artist to creep around in their garage at night to fake-evade authorities in order to create an "authentic" yet palatable graffiti art experience. Our thoughts? Maybe the hotel should focus more on its pricey interior artworks, curated by the Indianapolis Museum of Art, and less on its "lowbrow" basement art, made to look like it didn't cost just as much.

Appraising the 75th Anniversary NCAA Tournament Lists From a Big East Perspective

We?ve been meaning to devote the proper attention to the lists of top players, teams and moments in NCAA Tournament history released by the NCAA last month to commemorate 75 years of March Madness. Reader Sean Revell?sent us a very?compelling infographic of his creation (pictured below), which distills the unceremoniously dry, sterile data tables of the NCAA press release into an engaging visual timeline.

The image serves as a good springboard for some analysis of the lists from a?Big East?perspective. The league?s current members?acquitted?themselves well in the list of individual performances, accounting for more players (14) in the Top 75 than any other league save the?ACC, which placed 16 former stars on the list. But only three Big East teams were deemed worthy of the list of Top 25 tournament teams, placing the league in the middle of the pack below the?Pac-12?and ACC, with six teams apiece. Obviously, it?s impossible to please everyone with a list like this, and revisionism and presentism are unavoidable in an era where March Madness is more culturally visible and digitally accessible than ever before. But it?s worth some attempt at measured scrutiny, so here are a few thoughts on which Big East players and teams should have made the cut:

Three Big East players snubbed (note that DePaul and Marquette were not in the Big East at the time of these players):

  • Mark Aguirre?(1979, 1980, 1981): In his first year at DePaul, Aguirre became one of?only two freshman since 1975 to score more than 50 points in two Final Four games?(the other being Carmelo Anthony). He won a Naismith Award in 1980, was?The Sporting News??Player of the Year in 1981, and became a consensus NCAA first team All-American over his final two seasons. He scored 19 points in a 76-74 Final Four loss to Larry Bird?s Indiana State Sycamores, en route to making the 1979 All-Tournament team.
  • Allen Iverson (1995, 1996): AI led his Georgetown team to a Sweet Sixteen and an Elite Eight in his two seasons of college basketball, averaging 23 PPG, 4.6 APG and 3.2 SPG for his career. Although he never advanced beyond the Elite Eight, he helped the Hoyas reach their first NCAA tournament since 1989, and averaged almost 28 PPG through four games in the 1996 Tournament.
  • Dwayne Wade (2002, 2003): Carmelo Anthony may have been the last Big East star standing in the 2003 Final Four, and he?s recognized on the NCAA list accordingly. But it was Wade in the Elite Eight who amassed 29 points (on 69% shooting), 11 rebounds and 11 assists in Marquette?s blowout win over Tubby Smith?s #1 ranked overall top-seeded Kentucky ?? the heavy favorites who had won 26 games in a row. In doing so, he became only the fifth player to notch a triple-double in an NCAA Tournament game since the statistic became officially recognized in 1987. He averaged 21.8 PPG, 6.6 RPG and 6.0 APG through five games in the 2003 Tournament, leading Marquette to its first Final Four since Al McGuire?s team claimed the school?s only title in 1977.

Three Big East teams snubbed:

  • 1978-79 DePaul: The Blue Demons made their first Final Four since 1943, led by freshman Chicago native Mark Aguirre and senior guard Gary Garland, who were both named to the 1979 All-Tournament team. Before losing by a bucket to Indiana State in the Final Four, DePaul took down David Greenwood?s one-seeded UCLA squad. Their win over Penn to claim third place won the dubious distinction of most combined disqualifications in a Final Four game (six players in total fouled out), which should count for something.

The three largest?chronological?lapses in the Top 25 Teams list are between 1960-66, 1984-89, and 1997-2003. While neither of the following teams fielded by these (current) Big East programs displayed the regular season dominance that characterizes much of this list, you can make a case for either to occupy the void from 1984-89 based on their tournament performances.

  • 1985-86 Louisville: Pervis Ellison made the list of the Top 75 NCAA Tournament players, but his team failed to earn similar distinction. Despite starting the season 11-6 and getting swept by Kansas, Denny Crum?s Cardinals roared back to win 17 consecutive games en route to their second National Championship and fourth Final Four in seven seasons. They conquered the Tournament field with ease, winning five games by an average margin of 13.6 points before meeting Naismith Player of the Year Johnny Dawkins and Duke in the championship game. The gritty 72-69 win, in which Dawkins was held scoreless for 11 minutes in the second half and ?Never Nervous Pervis? dominated the final 60 seconds, proved Louisville had matured into the nation?s best team. The team boasted three future NBA first-rounders, headlined by future number-one overall draft pick Ellison.
  • 1984-85 Villanova: Whereas Louisville?s early stumbles gave way to a dominant March, the Wildcats left the Big East Tournament with a semifinal loss, a 19-10 overall record and an eight-seed in the upcoming NCAA Tournament. The Wildcats continued winning in dramatic fashion all the way to an unlikely championship match-up with Georgetown. The Hoyas, buoyed by a senior Patrick Ewing who had already been to two National Championship games, has been called ?perhaps the most intimidating team in the history of college basketball.? That Nova shot a Tournament record 79% on its way to shocking the world and capturing its first championship makes their improbable win even more historic. And the fact that Gary McLain was ?wired on cocaine? during the fairy tale run and subsequent honorary visit to President Reagan?s White House makes the team all the more emblematic of the 1980s. To keep them off this list is a disservice to the parity and egalitarian format of college basketball that?s captured the hearts and imaginations of sports fans for decades.
